Nestled among the pines on a once family farm in Waupaca, White Pine Consulting Service (WPCS) provides consultation services to agencies and organizations in the areas of: development and sustainability of collaborative systems of care, strategic planning, conflict resolution, and more.

Owner and consultant, Dan Naylor, brings over 30 years experience as an agency director, coordinator of collaborative systems of care, and trainer/consultant. Dan is currently the Project Specialist for the Coordinated Services Team (CST) Initiative in Wisconsin, under contract with Wisconsin's Department of Health and Family Services to serve over 25 sites in the development and expansion of Collaborative Systems of Care. In addition, WPCS staff and cadre of professional trainers offer knowledge and experience in the areas of service coordination and meeting facilitation; parent involvement on teams and parent advocacy; and collaboration in the AODA, educational, child welfare, juvenile justice, and law enforcement systems of care.




Services

Development and Sustainability of Collaborative Systems of Care

Team decision-making both at an administrative and service delivery level is becoming necessary and prevalent in this era of limited resources. Dan Naylor, president of WPCS has promoted the "collaborative system of care" approach in his administrative positions since 1973. Services provided by WPCS include: service system review, program development and training, and system monitoring and evaluation.

Dan has supported several Wisconsin counties in the development of collaborative systems of care. Beyond our state borders, he has also worked with the states of North Dakota, Nebraska, Minnesota, and Nevada to assess and develop their collaborative systems of care.

Strategic Planning

Dan participates in and coordinates the development of strategic plans for public and private organizations throughout the State of Wisconsin. Services have included: developing planning groups; facilitating the planning process; gathering and reporting data; and assisting in the implementation and monitoring of plans.

Conflict Resolution

In the world of government, human services, and education, conflict is bound to exist. Most people can find common ground while developing general goals and objectives, yet disagreements often occur over the specifics of philosophy, turf, and responsibility. Often times, the benefit of a neutral and knowledgeable facilitator is needed to work through disagreements and establish a process for future resolution. Dan has experience with conflict resolution throughout the development and implementation stages of several collaborative efforts in the last 30 years.

Conference Presentations & Keynotes

As a keynote speaker and topical presenter at conferences in Wisconsin, Oregon, and Florida, Dan and WPCS associates have presented on vaious topics in the areas of government, administration, and human services. Topics include: overview, development, and sustainability of collaborative systems of care; organizational management; conflict resolution; team-building (including facilitation and service coordination); customer service; board and officer training; alcohol and other drug abuse, and veterans' issues.
